The steel needs to go far enough into the column to develop the moment carrying capacity. Hence it is called the development length. The ACI Code gives equations to calculate the development length. Fully fixed (free end) - Denotes a cantilever end. It is achieved by selecting Free end. (In a single span beam this box can only be checked if the opposite end is fully fixed.)
